U.S. Sen. Sam Brownback was given an honorary degree during the Command and General Staff College graduation ceremony Friday at Fort Leavenworth. Brownback replaced U.S. Rep. Steve Israel as the commencement speaker after Israel couldn't make it to the Fort because of the weather.
